What kind of diagnostics can I run on my Jonway scooter to figure out my electrical problem?

I own a 50cc Jonway scooter. When braking, the front wheel shudders (rotor, brake pads?). Also the turn signals won't work; it's not the bulbs, as the turn signal indicator on the instrumentation panel do not light up.
What sort of diagnostic tests can I do, and how much money would those two issues run me - in parts? Is there a .pdf file for upload to check the owner's manual or a repair manual?
