Why won't this 2005 Kymco Bet and Win 150 continue running?

I am a scooter virgin. I want to get this 2005 Kymco Bet and Win 150 from a friend but it won't start. Battery is dead but we were able to get it started by jumping it.
The only way we could get it to start and run was to continue spraying starting fluid into the intake. It didn't have gas in it but we filled it up and so we figured that was not the problem.
The scooter has been sitting in their garage for over a year also. What do you think could be wrong and could you help me figure out this problem?
