Why won't my Peace Sports VIP Future Champion scooter start?

I'm new to the scooter world, and I have a Peace Sports VIP Future Champion scooter that will not start. When I attempt to start it, it makes a whining noise.


What could be the issue? Thanks for your concern.

Wont start but trying, no lights, charged battery draining NEW

Looks like it might be your ignition coil or starter solenoid. You tube has a large amount of videos on how to check your solenoid with a screwdriver by making a connection between the two components and simply trying to start it. Beware of sparks, but that's normal might need two people to do this. One to hold screwdriver and one to hold down BOTH breaks while trying to start. Your ignition coil might be bad try pulling it off and doing a visual inspection if the end tat goes over your spark plug has chipped plastic or rubber cracked and looking worn down use a multimeter or VOM to test the spark plug cover/cap. You'll need to look online to find what exactly to set your mulitmeter at and what the read out should be.... but there is tons of videos on you tube on doing so. Use keywords but be exact. (ie. 49cc 50cc scooter ignition coil test or 49/50cc scooter starter solenoid and try using words like "how to") I hope one of the two works out for you. Vip future champion scooter 49cc. NEW

If you throttle the gas about ten time it will run for about 3 sec. but you can't give it the gas or it will die right away. thanks . If I don't half to buy a carb. that would be great. but if I half to o well. I have one more problem the head light are not coming on. the switched to high beams and they don't work either. just the running light at the top not the head lights. Thank you very much Jack

Fuel NEW

Water does the worst on these small engines or filters. Spray some Gunk Carb cleaner in the carb. If she runs for a second or two, you know it's the fuel or filter. Water builds in the tanks when they sit. The jets are really small on the carb. I use a additive in the fuel to keep water out.

Bad battery connection or low battery. A Honda Motorcycle will do the same thing.
