Is my clutch the reason why I can't get my scooter to run?

I replaced the CVT belt on my 2009 50cc Jonway Rally Scooter and now if there is any resistance to the rear wheel, it dies.
I must have the rear tire off the ground to start the scooter and when I apply the rear brake or drop it to the ground, it dies. Is it in the clutch?
