Does a JMstar 150cc scooter have a govenor other than the CDI?

I have replaced the current CDI on my JMstar 150cc scooter with an upgraded version, Below it is a stage two CDI. I have also looked where the variator is to see if there was a washer located there but didn't see one.
Is there any other place I should be looking to find this governor if I have one?

Yes, I have been noticeably absent from the site the past few months. I recently lost my mother to a long battle with COPD and was subsequently plagued with a bunch of minor health problems. But I'm better now & back full swing.
