Why would my Verucci Avispa scooter stop running?

I own a Verucci Avispa 150cc motor scooter. One night while riding home, it completely went dead. Due to a problem with the kick starter I couldn't try a kick start. After a long walk home, I tested the battery and saw that it was dead.
Recharged put it in, nothing. Checked the battery again and saw that it was dead again. Figured it needed a new battery. Got a brand new battery, charged it, put it in and nothing.
Next, I put a brand new fuse in for the hell of it and checked the solenoid, which turned out to be fine (it gets power and you can hear it clicking on). The scooter makes no sound other than from the solenoid when you try and turn it over.
I think it's just the starter but not sure if anything else could be wrong. Also curious is anyone could give me a ballpark in how much to fix it.
