Why won't my new Tao Tao scooter start ?

Bought a new Tao Tao 150 scooter for my son at college. It has about 80 to 90 miles on it. It started making a noise at his feet, he describes as a loud clicking? After he parked, it wouldn't start again.
All the lights come on but when he turns the key it makes a click and then stops. I don't think it's the battery because he still has power. But what was the noise at his feet - isn't that where the battery is located?
Starter maybe? It won't turn over so maybe it's the starter? Has anyone experienced a similar problem with this vehicle?
