Why does my Urban Tank 4 stroke scooter sputter or bog out?

We have cleaned the carburetor and cleaned the air filter on our Tank Urban scooter. The old air filter was soaked with gas and I also changed the spark plug as well.
The scooter still bogs on open throttle and the air filter still gets soaked with gas and is still running poorly. Not to mention it runs through gas quickly.
Any suggestions?
