Why does my scooter start/run but not go anywhere?

My husband has a fairly new 2008 Shenk Scooter or something along those lines! He bought it with 150 miles on it and has since put almost 1100 on it!
He has changed the oil and kept up with maintenance but now when he starts it the scooter will not GO! It starts, stays on, and even rev's when given gas but does NOT GO!
Do you have any clue what the problem could be... Is it a gear problem or something less serious and expensive?
