Why does my scooter quit when I come to a stop, and then start hard?

My scooter ran nearly perfect for the first 1,200 miles, then started to quit at a stop or when braking hard. It will restart eventually, but it starts harder every time it quits.
I have checked and replaced, (to diagnose) all electrical, all fuel, and all air components including the carb., none of this made any difference.
