Why does my Geely 50cc scooter shut off when I am stopped?

The make of my scooter is a 2003 Geely 50cc (body) is Mc it has 3400 miles on it. I just bought this scooter from a buddy of mine. When I am riding, my scooter runs good, but when I stop at a light my scooter just turns off.
It happened twice already. It would start right back up... But I want to know what I need to do to fix the problem? Thank You.

Yes, I have been noticeably absent from the site the past few months. I recently lost my mother to a long battle with COPD and was subsequently plagued with a bunch of minor health problems. But I'm better now & back full swing.
