Why does my gas gauge go down on my scooter when I apply the back brake?

First, when I insert my key into the ignition of my motor scooter and turn it, the gas gauge correctly goes to its proper location. Then, when I go to start it, I hold the left (back) brake and the gas gauge drops to empty. Any idea what might be causing this?
Also, the scooter won't start. It was a somewhat gradual "dying" where the electric start was temperamental for a couple of days, but now I get nothing at all. It is strange how these problems happened at the exact same time. Are they related? Also, I changed the headlights and brake light the day before these problems arose.

I'm Back!
Yes, I have been noticeably absent from the site the past few months. I recently lost my mother to a long battle with COPD and was subsequently plagued with a bunch of minor health problems. But I'm better now & back full swing.
