Why do my headliights and dashlights come on as soon as battery is connected?

I purchased a 2009 Sunny 250 scooter. It wouldn't start. I had to by-pass the kickstand safety switch (as it was defective). I finally got it running. I let it set over the weekend. When I tried to start it the battery was dead.


As I attached the battery charger to the battery the headlight and dash lights came on. I don't know what is causing them to stay on and how to check out what part it could be.
