What is the purpose of aluminum foil on a gas tank?

I bought this from a previous owner, and I was lucky to have made it back home in one piece - I've taken it apart and there were pieces missing, the coolant was extremely low, and I find out there is what looks like aluminum foil on the front of the gas tank. Why would that be there? What is its purpose? Should I be concerned? Should I fix it?
