What is a TURB-4000 Scooter?

I am trying to identify a scooter. The only label on it is Turb-4000. Can you tell me what it is so I can order parts and fix it? I was just given a scooter and the only labeling on it is TURB-4000. I am looking to fix it and try to order parts. Any help with identifying what it is would be helpful.
