What could be keeping my Aero Diamo scooter from running properly?

My scooter will only run after playing with the air screw every time I start it cold; once it's going it's fine, but I have to do this every time.
What's wrong with it? OK, so I have a 2006 Aero Diamo scooter. It has a lot of miles and it was a project bike. I replaced the belt and plugs, changed the oil, cleaned the carb completely, etc.
It starts perfectly and runs on the stand, but when I drive it, it's jerky and slow. I'll play with the air screw on the carb and when I get it in the "right" spot the idle increases to really high pitch and it runs perfect.
I can drive it all day, but once it's cold I'll have to play with the idle screw all over again, so basically, it's unreliable to get me around. The idle screw doesn't move while riding. I can't figure it out. PLEASE HELP!
