How many people can ride on a scooter at once?

I'm wondering if anyone can tell me how many people a scooter is allowed to carry. A cop told me that two people can not ride a scooter at once. Is that right?
ANSWER: Charles, I have never read any laws during my research that 2 people cannot ride on a scooter. In fact, many scooters are specifically designed to carry a rider behind the driver, with extra seat space, foot pegs and backrests.
However, I do think 50cc scoots might struggle with a passenger, which might make them so heavy and slow them down so much they can't keep up with traffic on the road. Could that have been the issue in your case?

Yes, I have been noticeably absent from the site the past few months. I recently lost my mother to a long battle with COPD and was subsequently plagued with a bunch of minor health problems. But I'm better now & back full swing.
