How do I make my 49cc chinese scooter shut off?.

My scooter will not shut off. Key will be turned off along with the kill switch being in the off position. The scooter will continue to run (Well).
I have to pinch the fuel line to get it to finally power down. I have been thinking about creating an in-line switch just off the positive battery terminal, but would rather keep everything the way it is and just have it working.
Any insight on this would be great.
