Can you recommend a scooter for me?

I'm 5'9" and 195 lbs. I need a scooter to use for work and run errands. I need a scooter that can go 40-50 miles per hour and climb hills, I commute 15-16 miles each way to work everyday, please. help!
I researched the Honda Metropolitan, Elite and PCX. I live in southern California, do I need a motorcycle license? Is Kymco and Adly a good brand?
